Community: Youth Leadership Congress & Scholarship Program
Every summer, Pierce Pepin Cooperative Services (PPCS) offers a fun, educational and unique all-expense paid event that is planned by and for teens . . . the Electric Cooperative Youth Leadership Congress (YLC). Students attending the YLC can compete for post-high school scholarships from PPCS and the Wisconsin Electric Cooperative Association (WECA).
YLC program details:
- YLC is held in July at the University of Wisconsin-River Falls. The YLC will be held July 24-26,2019.
Participation is open to all students entering their junior or senior year of high school.
- The cost of transportation, registration, room and meal fees is paid by PPCS.
NOTE: If student cancels registration after July 1, 2019, without a substitute to take the student's place, student will be charged a cancellation fee equal to the full registration fee of $265.

- Interested students must complete and mail the required application form to PPCS by June 1, 2019.
PPCS awards three $1,000 scholarships and WECA awards one $1,000, $500 and $250 scholarship annually. Carefully read the scholarship contest rules. The same essay can be submitted to both PPCS and WECA. The deadline for submitting essays to PPCS and WECA for the scholarship contests is August 30, 2019.
Note: WECA scholarship forms will be posted in July 2019.
Electric Cooperative National Youth Tour:
The Electric Cooperative National Youth Tour has brought high school students to Washington, D.C. every June since the late 1950s. Over 1,500 young people and their chaperones from across the nation participate each year through their local electric cooperatives. Students can earn this unique opportunity if elected to the Wisconsin Youth Board by their peers during the YLC. Youth Board members also develop and plan the next year's YLC.
